OVOS Development

According to the Constitution of the Russian Federation and other normative documents of the Russian Federation, every Russian citizen has a right to receive actual ecological information and participate in the process of socially important decision-making; such decisions include also construction and industrial allocation.  Right to participation in decision-making is exercised through procedures of «public participation». For example, through «public hearing», they discuss materials of the «Environmental Impact Assessment» (OVOS). They shall include information that is necessary for the answer to the main question: «Is it possible to implement designed economic activity? » A public hearing is an obligatory procedure. Investor cannot send the Project to State expertise without Memo of OVOS hearing approved by the local authority.

Prior to start up production facilities, the Investor shall collect basic permit documentation, develop the project and receive an approval of authorities for mill allocation. For this purpose, originally he shall prove to people and the state that Project 1) is economically profitable for the region; 2) optimally complies with a place of location, 3) does not contain any risks for environment and health of people.
What shall OVOS include?
1. Description of the economic, social and ecological situation in the region of designed activity.
2. Justification of selection of the production object location and applied technologies based on this certain situation. Analysis of possible alternative solutions. 
3. Prognosis of designed activity impact on environment, health and living conditions.
4. Information about measures proposed by designers for decreasing, compensation or prevention of possible negative impact of this object. 
5. Information about risks for people’s health and environment and possible consequences of these risks.  
6. Comparison of proposed alternatives (different sites, different technologies) for expected ecological and social-economical consequences and justification of the alternative proposed for implementation. 
7. Proposals regarding the program of environmental monitoring and control at all stages of the project implementation for located production.
8. References to information sources that were used under OVOS making and methods of receiving.
9. Information about public attitude to designed activity. Usually OVOS is a bulky document that contains a lot of special technical terms and digital data. That is why in the end OVOS shall contain summary written by language clear for everybody.
In future OVOS can be used for development of a project of the "Approximate size of the sanitary protection zone" and a section "List of measures for environmental protection".
